Our Story
Ceterus Consultants was founded in 2017 by Jeff Gunn, an RAF veteran and PCQI / MIExCP‑qualified practitioner with more than 37 years in export controls, sanctions, and operational risk.
After decades working with manufacturers and defence suppliers, Jeff saw how global work was outpacing the systems meant to support it. Teams weren’t struggling for lack of expertise — they were operating in environments that changed faster than their processes could adapt.
Ceterus was created to give organisations a steadier footing: a way of working shaped by real-world experience, disciplined thinking, and the practical habits that keep complex work on track. That mindset remains at the centre of everything we do today.
